Provincial Nominee Program (PNP) Overview
The Provincial Nominee Program (PNP) empowers Canadian provinces and territories to nominate individuals who are interested in immigrating to Canada and settling in a specific region. Under Canada’s Constitution, the federal government shares immigration management authority with the provinces and territories, with the exceptions of Nunavut and Quebec. While Quebec maintains its own selection criteria for economic immigration, the PNP enables other provinces to meet their specific economic and demographic needs.
Launched in 1998 to spread the benefits of immigration beyond Ontario, Quebec, and British Columbia, the PNP has successfully attracted immigrants to regions like the Prairies (Alberta, Saskatchewan, Manitoba) and the Atlantic provinces (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador). Each PNP has at least one immigration stream aligned with the federal Express Entry system, offering expedited processing for candidates with an ‘enhanced nomination’ and granting an additional 600 Comprehensive Ranking System (CRS) points, almost ensuring an invitation for permanent residence. Alternatively, candidates can apply through ‘base’ streams, which involve direct application to the provincial program, followed by federal processing for permanent residence.
