Caregiver Programs:

Caregiver Pathways to Permanent Residence
Welcoming Caregivers to Canada
Canada has a long-standing tradition of welcoming caregivers, recognizing their invaluable contributions to families and society. To modernize immigration policies, Canada offers streamlined pathways for caregivers seeking permanent residence through two specialized programs:
- Home Child Care Provider Pilot
- Home Support Worker Pilot
Both of these initiatives make it easier for caregivers to secure permanent residency and contribute to the Canadian workforce.
Eligibility Criteria for the Caregiver Program in Canada
Caregivers must meet specific requirements to qualify for these pilot programs, including:
✔️ Work Experience: At least 12 months of full-time (30+ hours per week) qualifying experience within the last 36 months.
✔️ Language Proficiency: Achieve a Canadian Language Benchmark (CLB) of 5 in all four skills.
✔️ Education: Completion of at least one year of post-secondary education (foreign credentials require an Educational Credential Assessment – ECA).
✔️ Admissibility Check: Pass health, criminality, and security screenings.
Qualifying Work Experience
Caregivers must demonstrate relevant work experience under specific National Occupational Classification (NOC) codes:
- NOC 4411 – Home Child Care Providers
- NOC 4412 – Home Support Workers
Experience does not have to be consecutive but must total 12 months of full-time work.
Work Permit Options for Caregivers
Caregivers applying under these pilot programs may also be eligible for work permits:
✔️ Category A – Less than 12 Months Experience
- Applicants with 0-23 months of experience can obtain an occupation-restricted open work permit.
✔️ Category B – 12+ Months Experience
- Those who have completed 12 months of qualifying work can apply for a Bridging Open Work Permit (BOWP).
Temporary Foreign Worker Program (TFWP) Stream
The Temporary Foreign Worker Program (TFWP) enables families to hire foreign caregivers for children, seniors, or individuals with medical needs.
✔️ Work Requirements:
- Full-time employment (30+ hours per week).
- Must reside in the employer’s household where care is provided.
- A Labour Market Impact Assessment (LMIA) is required to confirm that no Canadians are available for the role.
